Sabbat.
During the turn of other methuselahs, they can put a favor token on Soledad to give +1 intercept to one of their vampire. A methuselah can use this ability only once per turn.
Soledad can burn a favor counter to gain +1 stealth, +1 intercept, or +1 bleed. He can't burn more than 3 favor counter in a single action.
Ability inspired by the information brokering nature of Nosferatu. He also try to help the !Nosfe with their ousting problem, and can be downright scary if your cross-table buddy want to help you.
He has auspex to make him a bit more playable with !malk or tzimisce, and because it fit the information brokering flavor.
Yeah, you're right. Here's the updated text:

Sabbat. Once per other Methuselah's turn, each other Methuselah can put a favor counter on Soledad to give one of his or her blocking vampire +1 intercept. Up to 3 times per action, Soledad can burn a favor counter to gain +1 stealth, +1 intercept, or +1 bleed.

This does not work phrased this way, because during a methuselah's turn you usually don't have to block.
The intend is to allow other methuselah to gain intercept against other methuselah, so I agree it's a bit touchy to word. Maybe going back to a rumor mill-like, but then the problem is ensuring the other methuselah were willing to give a counter to your vampire.
@Ankha: what do you do with Intercept during your own turn? The limitation is only here to ensure that your Soledad does not give free intercept to your prey/predator to block your own actions.
I am afraid giving away free intercept will slow down tables too much. Maybe the favored vampire has to burn a blood to get the intercept?
I like the concept but the possibility of free intercept for every vampire stalls the game too much. Make it something that can only move the game forwards like +1 strength or +2 votes for the acting minion.

It wasn't the designer intent and is too cornercase.

I've got to say I absolutely love this minion's concept. Very flavorful.
Boris' and Suoli's concerns seem well founded. However, the solution shouldn't be found in altering the card text like Suoli sugested, since awarding votes, strength, presses or bleed would mean that these could be turned against Soledad's own controller fairly easily and that just feels wrong, whereas the intercept bonus can be instantly compensated for by stealth from hew own cardtext.
Rather than that, the intercept should simply come with a blood cost, as was already stated. That should rein things in with a minimum of card text altering and keep her from being too disruptive.
