What is a proper procedure : I play, for instance, Toreador Grand ball. Do i have to nominate targets for it BEFORE i replace it, or i can do it AFTER i replace it? And why? Thanx in advance...

You must fully declare a card to play it. You must play it before you replace it. This is true for all cards. (This is also true for political actions, where the declaration is the calling of the vote with the potential terms. Terms are only declared when the action succeeds.) So, when playing TGB, you specify exactly which Toreador will fit each role before you replace it.
