Greets!
Out of pure deception and vileness can I announce a Summon History action costs 3 blood and search something costs less than 3 blood?
Summon History
[Action] Action
[Temporis] Temporis
[X Blood]
[tem] Search your library and/or ash heap for an ally, retainer or equipment whose cost is X or less. Put that card in play (on this vampire and with starting life from the bank as needed).
[TEM] Search your crypt and/or ash heap for a non-scarce vampire with capacity X or less. Put that vampire in play, with no blood.

Yes.
That's what "or less" means
Yes, as per card text "whose cost is X or less".

Yes, but why would you want to pay more for the item than you have to?

Because he want's to bluff. He says he wants a helicopter or something less frightening so he can convince the wall not to block. Than he fetches lets say a Sigent of King Saul an oust the wall, who will look really stupid. Corner case, but might happen.

Or because you top decked your only target with a cost of 3 after announcing the action.
Or you want to empty a vampire for Jake/Lilith's Blessing/turbo shenanigans.

Which is absolutely AGAINST the rules, as you have to announce the action in all details BEFORE you redraw. This is one of the biggest mistakes made out there.

I think Suoli and you are talking about the same thing. In Suoli's example, there is one card costing 3 in the deck (say Helicopter). His vampire plays Summon History, announces X=3 (aiming for a Helicopter).
But then, he replaces SM by drawing Helicopter, so he's going to have to put something cheaper in play.
There's no mistake there.

Ah, okay. Sorry Suoli then. I have seen too many people playing without correct announcement or changing their announcement afterwards that I jumped on this issue too fast. We recently had a greater discussion on this topic on the german forum.

Yup. First one on my Magic of the Smith list most of the time, unless the Bowl or a Sniper rifle are a matter of life or death.

As we are off-topic anyway: How can a Heart of Nizchetus prevent from the desaster of drawing the Ankara Citadel after I played and announced Summon History? The only way to (nearly) exclude that problem is to play two copies of the Citadel, isn't it?

Scrounging is not a reasonable option to drawing up the desired card during a Magic of the Smith or Summon History action.
Instead consider: The Barrens , Fragment of the Book of Nod
i.e. effects that allow you to discard during the action are appropriate and reasonable.
Maris Streck is also a good preventive measure.
Barrens and the Fragment allow you to put cards in your ash heap, which isn't really what you want when you play Magic of the Smith, is it? It works for Summon History, though.
To use Scrounging, Marrakech, Hourglass of the Mond or Maris Streck, you need to make sure that you won't be playing tons of action modifiers during the action. If that would be the case, then, yes, Barrens is more useful if thea ction is Summon History. If the action is Magic of the Smith, I'm afraid your own option is Barrens + Waste Management Operation...
