This is based on my own understanding, but I am more than happy to edit this with feedback from Pascal Bertrand. (Please keep a close eye on the thread and feel free to make comments).
This post will be all about Impulse, the "As Played" or "As announced" window and you!
So far it includes: Impulse & As Announced Impulse & Enkil Cog Impulse & Madness Network I will include more scenarios as people request since I would like this to basically become a FAQ for Impulse.
Impulse & "As Announced"
The "As Announced" Window are cards that have the text: "Only usable as the action is announced" (see: Approximation of Loyalty, Seduction, Day Operation, Loose Cannon). I'm going to refer to that as "As Announced" or "is Announced"
When you declare an action: All cards you must play when an action "is Announced" are also played before drawing cards back to your hand size (in the game's terms they were played simultaneously) You cannot play any other cards than those "Only usable Only usable as the action is announced" Other players cannot play cards until you are done playing cards "As Announced" You should wait for players to respond before asking for block attempts.
Example:
Methuselah X has tapped Banjoko and wants to play a Govern the Unaligned at and also play Seduction at targeting Cock Robin. Methuselah X needs to play both cards from their hand at the same time. After playing these cards, Methuselah X draws two cards to replace the Govern the Unaligned and the Seduction. Now Methuselah X waits for anyone to declare they would want to play a card in the "As Announced" window of the action; this is effectively passing the Impulse around the table. When nobody responds, Methuselah X asks Methuselah Y to declare any blockers. This passes the Impulse to Methuselah Y. Methuselah Y declares a block attempt with Casino Reeds; this passes the Impulse back to Methuselah X so they can play stealth or declare Banjoko to be blocked.
Impulse & Malkavian Madness Network/Enkil Cog
Both of these cards allow a Methuselah to have their minions acting in someone else's Minion Phase. However, you can't declare an Action without first having the Impulse. You can be given the Impulse by the Methuselah that is currently having their turn; they aren't ending their minion phase by doing this.
Impulse & Enkil Cog
During your turn, you may ask a player who controls a minion with Enkil Cog if they wish to use the Enkil Cog. When you ask that question, or explicitly give them the opportunity you are giving them the Impulse. This gives them the chance to declare an action, they don't have to take an action at that time. If they decline to declare an action then you may continue to declare actions or end your Minion Phase. At the end of your Minion Phase, the Impulse automatically is passed to each Methuselah giving them the opportunity to use effects like Enkil Cog. Even at this stage, you may still declare an action when the Impulse has returned to you.
Example:
Methuselah X has Cock Robin ready with an Enkil Cog. It is currently Methuselah Y's Minion Phase (Y is the prey of X). Methuselah Y has declared a number of actions and now has finished declaring actions or effects in their Minion Phase. The Impulse then passes to Methuselah Z (who is the prey of Y) and continues around the table until it comes to Methuselah X (Y's predator). Methuselah X declines to tap the Enkil Cog so that Cock Robin can declare an action. The impulse passes to Methuselah Y who ends their Minion Phase. Methuselah X cannot declare an action with Enkil Cog until they gain the Impulse during Methuselah Z's Minion Phase.
Impulse & Malkavian Madness Network
This works similarly to the Enkil Cog scenario with this exception: A player may declare any number of actions using the Malkavian Madness Network before passing the Impulse to the next player.

in [LSJ 15032003] Scott makes the distinction between "As card is played" and "as action is announced".
Funny how they use the same example that I used in the other thread.
Must of been residual memory from reading this in the past...
In [LSJ 13022004] Scott explains that you can draw a Seduction from playing an action and use it IF nobody uses DI on the action.
So, in Impulse terms:
Acting Player plays an action. He gives Impulse so players can use "As card is played" effects. Like DI. Everybody passes Impulse.
Acting Player plays an action modifier "as action is announced".
He gives Impulse so players can use "As card is played" (like DI the Action Modifier) or ""as action is announced" effects (for the action itself).
Because now we actually have an action resolving.
I put this in a different post because I think that it is a different subject (but not topic).
I also disagree with something you said about the Madness / Cog.

In [LSJ 25112008] Scott clarifies that the Acting Player declares all the action that he wishes to do.
Then he gives away impulse.
If nobody uses it, the Acting Player proceeds to Influence Phase even if he still had actions he could do.
Think of it as combat:
Player A: Carrion Crows (he has a Torn Signpost in hand, but doesn't know if Players B will play Flesh of Marble, so he chooses not to play it yet).
He gives the Impulse away (yes there was the "as card was played" thing, but we are ignoring that part here).
Player B: Declines to use "before range" cards.
Player A must proceed for Maneuver stage.
Brum's answers are correct.
This post (and the following) explicit rule 1.6.1.5 (Sequencing) of the Rulebook .
When playing an action card
Here's a list of steps we go through when playing an action card: Play the action card and declare terms (if any). ("play" means "move the card from your hand to the limbo"). "as played" window. Players get the opportunity to use "as played" cards. (Nota: except from "as played" cards, Wake-likes can be played in this window, as they allow "as played" cards to be played - Rulebook 1.6.1 ). If the action is canceled, do not continue (but replace the action card). Note that cards are NOT replaced in this window. Tap the acting minion and replace the action card. This means he isn't tapped if the action card was DI'd. Play Approximation of Loyalty [inf], announce targets. "As played" window for Approximation of Loyalty. Pay for the action modifier. Replace Approximation of Loyalty if Approximation of Loyalty wasn't canceled, it's effect triggers. Rinse and repeat 4-8 for each "as announced" action modifier you have.
Note that sequencing is used in three places in this list:
In step 2: targets get the first opportunity to play DI (or prey/pred if action is undirected).
In step 5: targets get the first opportunity to play DI (or prey/pred, if action is undirected).
In step 9: if you don't pass [the impulse], you can still play "as announced" action modifiers.
Resolving block attempts
Here, we suppose the acting Methuselah has the impulse. There is an undirected action ongoing, currently at 0 stealth.
I'm not going to describe the fact that, after each card is played, there is an äs played" window that follows steps 5-8 above.
Acting Methuselah may play action modifiers as desired (sup' I am Legion, for instance). Stealth can't be added unless necessary ( Rulebook 6.2.2.2 ). Acting Methuselah passes. Prey either declares a block attempt [goto step 4] or passes. If prey passes, predator either declares a block attempt [goto step 4] or passes. If predator passes, grand prey either declares a block attempt [goto step 4] or passes. If grand prey passes, grand predator either declares a block attempt [goto step 4] or passes [goto step 9]. If a player declines to block, their decision is final [unless the target of the action changes] A block attempt was made. The acting Methuselah gets the Impulse back. Acting Methuselah may play action modifiers (loop on step 5). If stealth > intercept, Acting Methuselah can't play stealth cards (but could play "block attempt fails" cards). If acting Methuselah passes on using the impulse, blocking methuselah gets the impulse (rather than prey/pred/grand prey/grand pred). Reacting Methuselahs can't gain intercept if their attempt to block has at least the same amount of intercept than the action has stealth. If blocking Methuselah declines using the impulse (for doing things such as tapping the KRCG, playing Enhanced Senses, ...) then we follow the usual path (prey / pred / grand prey / grand pred). If one of these players uses the Impulse (taps KRCG, plays Babble, uses Maris' special ability, plays a Wake, ...), the Impulse goes back to the acting Methuselah [goto step 5]. Otherwise, when everyone has passed, if stealth > intercept, block attampt fails [goto step 3], or if stealth <= intercept, block attempt is successful [goto step 7]. Block attempt is successful. Acting Methuselah gets the Impulse. She may played "when blocked" // "about to enter combat" cards. When she's done with these, blocking Methuselah gets the Impulse [goto step 8]. Blocking Methuselah may play 1 "when blocks" / "about to enter combat" effect / card. If she passes, follow the usual prey/pred/grand prey/grand pred flow. If one of these players uses "when blocks" / "about to enter combat" effects, Impulse goes back to the acting Methuselah [goto step 7]. If all pass, continue with combat [which will be another section, it would be a complete mess if I try to integrate it here ] All players declined to declare block attempts. Acting Methuselah gets the Impulse. She may play action modifiers at will (Conditioning, ..). When she passes the impulse, targets get the Impulse [goto step 10]. Prey gets the impulse to play reaction cards / use effects. If she uses the impulse (plays a card, uses an effect, ..), acting methuselah gets it [goto step 9]. Otherwise, pred gets the impulse. If she uses it, Acting gets it back [got step 9]. Otherwise, grand prey gets the impulse. If she uses it, acting gets it back [goto step 9]. Else, grand pred gets the impulse. If she uses it, acting gets it back [goto step 9]. Else, everyone has passed, and we're about to resolve the action: [goto step 11]. Note that, if the impulse is used to change the target(s) of the action, we go back to step 1) Resolve action (finally!)
Enkil Cog / Madness Network etiquette
At least this one is simpler.
During her minion phase, the Methuselah whose turn it is can declare actions (loop on 1) or pass (goto 2). She may not pass if she has pending mandatory actions. Prey gets the Impulse. If she has an Enkil Cog / Malkavian / Ankou, she may declare an action. After that action, go back to 1. Else, goto 3. Grand prey gets the impulse. If she has an Enkil Cog / Malkavian / Ankou, she may declare an action. After that action, go back to 1. Else, goto 4. Grand predator gets the impulse. If she has an Enkil Cog / Malkavian / Ankou, she may declare an action. After that action, go back to 1. Else, goto 5. Predator gets the impulse. If she has an Enkil Cog / Malkavian / Ankou, she may declare an action. After that action, go back to 1. Else, goto 6. Minion phase ends.
This means that, if the Methuselah whose turn it is passes, and if everyone else passes, the minion phase ends. Either do your actions when you can, or be very confident when you pass the impulse, with expectations that it'll come back.
It may be worth editing this whole thread, or maybe creating some standing Stickies to these sorts of things in the Rules Thread (they can then become a reference point for people especially if they are in PLAIN English where possible... I'm sure it makes it easier to translate into other languages without getting too many crossed wires).

That's something I'm considering.
However, I'm afraid plain English might be too wordy, when it comes to precisely describing things, with no omission.
The other possibility is that it would be confusing. The current statements in the rulebook / outline are sufficient. What I wrote above is explicit, but I didn't create anything. All these steps can be found in either the Rulebook or the Outline.
I think its the "If Then Else" type statements that bother me. It doesn't feel like English rules, it feels like Computer-Programmer. Maybe that's just me, but not all CCGers are "Gamers".

It may be worth just deleting the whole thread as the initial post is incorrect on both accounts.
Brum's and Pascal's rulings are of course correct, but when I came here to read this thread, which is obviously meant as a way to explain some of the more obscure and confusing rules to people, I was like "ummm... no?" I appreciate the effort, but don't make these threads if you are not 100% sure how it works. It took me 20 seconds to find the relevant rulings one Usenet.
That said, the "as announced" rule is actually pretty straighforward and shouldn't need any clarification.
1) You play a card. You replace it.
2) You announce the action and play any 'as announced' stuff along with it.
DI and stuff says "as it is played". Not as it is announced.
I don't see why this is so confusing for people. Especially with the majority of the action cards having multiple effects it seems pretty trivial playing the card is not the same as announcing the action.
Well, the tricky part is that "Govern the Unaligned" isn't an action. "Inferior Govern the Unaligned" or "Superior Govern the Unaligned on this vampire" are.
"Bum's Rush" isn't an action. "Bum's Rush that guy" is.
"Sudario Refraction" isn't an action, but "Sudario on Sudario, OtQV and Delaying Tactics" is.
Declaring terms is done before DI gets to be played. Hence, I suppose, the confusion of the OP.
Then again, the action card is also replaced before DI gets to be played making most of this discussion moot anyway.
You last post makes me wonder though. You imply here that you first play the card and go like "superior Govern". Then people get to DI and everything and after that you decide which guy it's on which is the actual action announcement. This is not be the way people play cards in practice. You go like "superior Govern to this guy here". I'd assume this is how it's supposed to work?
Or, can you -theoretially- put a Bum's Rush on the table, have it not DI'd immediately and when you point at a crosstable minion (after giving everyone a reasonable time to decide if they want to DI or not) nobody can DI the card now because you went into the announcing the action phase.
That seems an awfully confusing timing window that is there just because of, like, 3 cards that cancel cards as they are being played.

Ya know, in all fairness judges and players in general should be very aware of this. It means that people that are considering to DI should make this very clear very fast. Because, ya know, when the card is replaced the window for DI closed. DI gets played a LOT after some discussion on a certain play. Since it's impractical to ask for a DI after every card you play, it's up to the guy playing the DI to play the card properly.
I've been in or witnessed many a situation where a, say, Parity Shift was put on the table and excessive discussion took place -before block attempts- who and why would potentially be the target and where the pool would go-. Then when the discussion isn't going in someone's favor (long, long after replacing the card) he goes like "ah whatever I'll just DI it". This is clearly illegal play, but I've seen it happen in the finals continental qualifiers and national championships so clearly players and judges are not aware of this.

Not really illegal play. There is no specific time frame for each window.
If someone asks to pause the game for discussion immediately after the card is played, the 'as played' window can stay open for several minutes.

Yep, although this was always like this.
For masters too. You declare how much you Minion Tap or where Pentex Subversion is going before replacing.
So people play Wash / Sudden Reversal before you replace (like in my question about DI VS Sudden).

Well, I don't think people actually play Govern without saying "inferior" / "superior on this vampire".
(Also note that terms of referendums of political actions are only set when the action is successful)

However, I'm putting the wording of SwC to the list of things to monitor.
I think the issue is that you have to be very careful about when you replace your card: after you announce terms of the action. But I guess people do that more or less already.
So: I bleed with Govern the Unaligned / replace with Seduction / I seduce so-and-so.

There are Rulings on both cards as "being or not cost" is concerned.
For this specific point (if the effect of the card in question is "cost" or not), I think both have the same type of wording and opposite rulings.
Both state something along the format "do X to attempt Y".
I assume every action starts with its "attempt", ie fulfilling a set of prerequisites in order for the Action to start (tapping a minion, clan/sect/title/etc. restrictions, being able to pay, etc)

You pay every cost -after- the Action resolves without block.
Therefore, regardless of Rulings, neither use of those cards should count as cost, just as prerequisite.
You tap Enkil Cog before you declare the Action. If it is Lucinde playing Parity Shift, you have 3 prerequisites there: Enkil Cog, Prince or Justicar and less pool then someone else.
If someone DI's it, she'll still be Justicar and Enkil Cog will still let her act.
IF you burn Strike with Conviction when you declare the action, again it should be a prerequisite for that action.
If you only burn it after the action is completed, then it is cost.
As simple as that, I think.
So:
Q3: Do you tap Enkil Cog in the same stage in-between-actions that people can use Heidelberg Castle?
I would say no. I would go as far as saying nobody gets Impulse until the Player using the Cog declares the Action.
Q4: When exactly do you burn Strike with Conviction (assuming the Action is not blocked)?

Govern fizzels if there is no block.
So, once again, SwC is cost and Enkil Cog is prerequisite.

It should be mentioned that, as long as stealth <= intercept, the target of the action can't be changed.

Well, that's quite incorrrect. It happens with Deflection and bleed redirecters because of explicit cardtext. However, it is still perfectly legal to steal someone's vampire via Temptation and, thus, change the targets of the action.
What's missing is that you can't back out.

The actual terms are declared after the Political Action (PS) is succesful.
BUT people tend to want to discuss terms beforehand as to know whether they should just DI Parity Shift immediately or not (or intercept the political action). Just for safety's sake.
In such discussions you could claim that you're not going to pick the player who is pondering DIing as a target (in order, well, not to get the PS DI'd). And if no-one intercepts and voting ensues, you could pick that player as the target of the PS and it would be well too late for her to DI or intercept the action. This is called deal breaking and in some countries is considered bad form and elsewhere clever play...

Let me tell you that in general, you shouldn't break deals in Australia if they don't get you a VP immediately... If you break deals, some players will never make a deal with you again.

According to these older discussions, passing the impulse can be a deadly mistake. If the enkil cog/madness network methuselah decides to pass instead of taking an action the minion phase is over.
Should this be added to the FAQ or do impulse return to original methuselah regardless what happens?

This is wrong (I wonder where you got that from). You play the "as the action is announced" cards/effects one by one, replacing them one after the other.

It also states that you go from as announced to declare blockers, and that doing so passes the impulse.
This isn't true, and causes issues for - in particular - Blessing of Chaos. If I can't play other action modifiers in the 'as announced' window, and then I go straight to passing the impulse to my prey (or whoever) to declare blockers, then I can't escape Blessing of Chaos. Which I currently can, by playing Conditioning before blockers are announced.
In most cases, you would prefer to wait until later, but this can matter here - you don't get to play the card at all, or you don't get to play it hoping to draw into a Lost in Crowds, or what have you.
