Tom, any ruling on the following questions which, AFAIK, are still up in the air? (I may have missed some answers during my absense, but I think Shane netted most of what I missed back to me. Since nobody mentioned the change to me, I'm going to guess and say that the costs for action modifiers were supposed to be ignored in the basic game (if the action is blocked), but always paid in the advanced game, and the advanced rules forget to mention this. (There was at least one other case of this sort of thing happening.)
