Has the rules team (which supposedly meets once a week)
had a chance to make any progress on the following issues?
6/20/96: "Cannot commit diablerie" is a function of card text but
"Non-Camarilla" is a funcion of clan. Why the distinction?
6/26/96: Why does the acting minion's S:CE resolve before the defender's
S:CE, when the rulebook states that thy resolve simultaneously?
7/01/96: Why can't you play Rotschreck in response to aggaravated damage
dealt by non-strike cards (like DBR, Pulled Fangs, etc.)?
7/08/96: Will Anathema burn a vampire who enters combat with zero blood?
7/08/96: Blood to Water can still be played at the beginning of a round,
when range is irrelevant. Why add useless errata saying that
it can only be played at close range?
7/30/96: If Kherebutu is returned to your empty library and you have
fewer cards in your hand than your hand size, does he immediately
pop into your hand? If not, can you still withdraw?
7/31/96: Who is the controller of Phobia and Temptation (the "you" seems to
be referring to the player who played the card, not the one who,
by definition of minion cards, is the controller of it once it is
in play)?
7/31/96: Is Bastard Sword a hand strike, or is Burning Wrath not? (This
will affect Scorpion Sting unless errata is forthcoming).
8/02/96: When can Press-step events be played? (before presses, after presses,
or at any time?)

I think that I can answer one of these questions, just from a World of Darkness point of view --
Why is Non-Camirilla a function of clan, while Cannot Diablerize is a function
of card text?
The reason the Assamites can't diablerize is because of a ritual cast upon
them by the Tremere. However, (And this really pisses the Tremere off) not all
assamites submitted to the ritual. Not making the inability to diablerize
inherent to Assamites opens up the possibility of Assamite Antitribu who CAN
diablerize.

Anathema only kicks in if the vampire is reduced to 0 blood as a result
of effects, not of paying costs. Extrapolating this, if the vampire
enters combat at zero blood, they are not subject to it.

Given the rules as printed, once their library is empty, they can't get
a burned Kherebutu back except by searching their library for it:
"However, if your library runs out of cards, you have to continue with
just the cards you=92re holding and ignore any cards that allow you to
draw additional cards." So even Fragment won't do it.
With the no access rule in affect, you simply ignore Kherebutu. As a
result, you can withdraw, mainly because you *were* depleted in your
library, and once this happens, you're ignoring it.

The general ruling is: a minion can either strike with hands, with a
melee weapon, or with a strike card. Melee weapons should only add to
strike cards if the card says so, e.g., Undead Strength. They will not
stack with Burning Wrath. Yes, the current weapon template fails
miserably at conveying this idea.

That is to say, an empty Anathemee that gets Bum's Rushed goes to torpor
if subjected to regular damage, or burned if subjected to aggravated, as
appropriate, but in neither case does the reward clause on Anathema kick in?
It's a bit of an artifact, ennit? Mind you, it's a small effect, and likely
below errata threshold, but it's easy to get around by changing the
condition to '...reduced to zero blood *or less* (etc.)' I'll live if
this change isn't made, but it's something to keep in mind for future designs.

Whoa. Hellacious artifact. It seems a reasonable assumption that the above
was written back when the library was read-only; now that we have cards
that write to the library (as K.'s miraculous return), it seems somewhat
literalistic to go by the above. What's the spirit, rather, of withdrawal?
Personally, I'm of the opinion that once the withdrawal condition occurs,
further changes in the Library's condition don't matter -- you can continue
the withdrawal attempt. However, the draw-to-replace concept that's such
a fundamental of VtES would indicate (to me) that K. pops into your hand if
you're holding less than 7 with an empty library when K. is burned.
As in my previous comment, this is an unlikely occurrence, but here we're
addressing, not a minor diff in perceived vs. ruled effect, but a substantial
issue of fundamental rules (drawing once withdrawal is in effect).

Um, Shawn, you take a lot of unnecessary flak on this froup, and I hate to
add to your gas, but you didn't answer Scott's question. Specifically, is
BWrath a hand strike, i.e., usable under Immoral (sic) Grapple? Can you
Claw a Scorpion Sting? Can you Claw (why, I don't know) a Burning Wrath?

Anathema says nothing about only counting reduction due to effects (not
costs). Is this errata? If so, it allows a vampire to save himself
by burning all of his blood paying costs before the opponent's strike
resolves, which shouldn't be allowed.

This is a good start, but it fails to address the issue of "what
constitutes a hand strike (for Immortal Grapple)?"
