I remember that the last time a set of rulings came out, there was
some debate about the timing of Roetschreck.
It can be played in response to a strike to do aggravated damage. Is
it still playable against a Pulled Fangs? Is doing a strike that does
damage while under a Dawn Operation considered "attempting to inflict
aggravated damage?
Official answers please. :) With discussion to follow.

There had been some debate when the last Rulings in the
previous net.rep's era. (The conflicting rulings posted
by the previous net.rep caused some discussion.)
This debate was laid to rest as follows:
Rotschreck can be played in response to any attempt to use aggravated
damage in combat (by a vampire). It is played at the time the agg
damage is announced (e.g. at strike announcement for Flame Thrower,
when Claws are played, during damage resolution for DBR, and during
the Press Step/End of a Round for Pulled Fangs).

Seems I've missed the resolution for whom the effects target.
Is it A) The minion dealing the agg. damage that goes to torpor
or B) The vampire receiving the agg. damage that goes to torpor
if it is B), why must the minion attempting to use agg. damage
be a vampire?
With all the conflicting rulings over the years, I was just
wondering where this finally landed.

It (the target of Rotschreck) landed back in 12/22/94, and has
remained constant ever since.
