Paying for other people (Sunset Strip, Zelios, Ravnos Cache question)?

Can you use Sunset Strip, Zelios and/or Ravnos Cache to pay for cards played by other Meths? I think yes because they don't have specific card text limiting them to the controlling Meth as Tshwane and Jack do ("you play"). Although Ravnos Cache seems to imply that it would need to be used by the controlling Meth.
