Correct, except for the "at close range" part. That part should be "on the
vampire". If the minion attempts to inflict agg damage on the vampire, even
if range is long, Rotschreck can be played.
If you attempt to use a non-range agg strike when the range is long, Rotschreck
can't be played, sinc ethe non-ranged strike isn't "against" the opposing
vampire - it's just against the air in front him.
