(There is a further restriction that a minion cannot take over any action
that he is explicitly restricted from attempting).

If Don Cruez has sufficient intercept, he is still the blocker (and cannot
choose to cease the block attempt until the acting minion's stealth
exceeds his intercept (or until the block otherwise fails - like with a
Day Operation, of if the new actor has an Incriminating Video of Cruez)).
If he (at any point) doesn't have sufficient intercept, then any
of your minions (including Cruez) may attempt to block (by matching
intercept to the acting minion's stealth), as per the usual procedure.
