Second, how does disguised weapon work in superior form? When both
parties lay their strike card face down on, let's say a table, can the
vamp who played disguised weapon lay face down his chosen weapon, as a
strike? Or can a non-active vamp equip with disguised weapon after the
opposing vamp has chosen his strike (lays it face down)?

It seems that you have a misunderstanding of how the rules work in this
instance. In Jyhad, strikes are not chosen secret and simultaniously (like,
in, say, Rage). There is never a point where both minions have their strike
card face down on the table. In Jyhad, the acting vampire choses a strike and
shows that strike card to the opposing player and then the non-acting vampire
choses a strike and shows it to the opposing player. There is no situation
where strikes are chosen secretly. If I am the acting vampire (i.e. it is my
turn), when it comes time to chose strikes, I have to chose and declare first,
after which, the non-acting player choses a strike, knowing full well what my
strike is.
For example, if on my turn I go to bleed you and you block me, and we get in a
fight, during the "chose strike phase", I have say "I strike with this here
Theft of Vitae", after which you chose your strike, knowing that I am using
Theft.
In the specific instance of Disguised Weapon at superior, it allows you to put
the weapon into play during the "chose strike phase", so the acting vampire
could pull out a flamethrower after his opponent moved to long range (but
before he know what his opponents strike was) or the non-acting vampire could
pull an Ivory Bow out of his pocket after seeing that his opponent was using a
hand strike.

Yes, as these represent non-optional bleed modifiers. Retainers and
permanent bleed modifiers which are not equipment are never optional,
and thus count for Justicar Retribution (ie. Allies, Tier of Souls,
etc)
Equipment, and special condition bleed bonuses (like +bleeds that
require the prey to have a specific clan) do not count, as equipment
is always optional, and a vamp must be in the act of bleeding to gain
a conditional bonus.

First off, all cards in V:TES are _ALWAYS_ played face up. No
exceptions. Period. Secondly,as you have stated, a non-active vamp
may play DW at superior after the opposing minion has declared his
strike to equip with a weapon in hand, and then select that weapon for
his/her strike.
If the superior DW is to be played by an acting vamp, then it occurs
after range is determined, the weapon is placed on the vampire, paid
for, and then selected as the strike, then the defending minion gets
to pick his strike.

When choosing his strike, the vamp can choose to play Disguised Weapon
to equip with a weapon from his controller's hand. He then chooses his
strike as normal (which may or may not be with the newly-equipped
weapon).

weapon as a strike is optional. The abilities given by Flak Jacket and
Leather Jacket are optional. [RTR 980707]

True, but Justicar Retribution counts the bleed the vampire would have
when bleeding his prey, so the conditional bonus is counted if his
prey meets the condition.

I believe current errata was written to include equipment. If memory serves
correctly, LSJ had stated that the "current bleed" was the current max
potential. Personally, I've always thought that the excuse that equipment
is optional is a lame excuse to avoid the effects of a JR vote.

Brahh. I do poorly with these corner cases. Sorry for the confusion.
This does make the rules for equipment a little bit more messy,
though. From this, I'd assume that equipment like Blood Tears,
Shackles, Changeling Skin Mask (burn action, only), Hand of Conrad
(retreive vamp effect, only), Concoction of Vitality, Living Manse,
etc. etc. are also considered optional for their burn effect, but not
optional if they provide a disciple (as in the case of Skin Mask and
Hand of Conrad), or some other bonus effect (like intercept)? Mostly,
this is an academic question, although in the case of the Skin Mask
and the Hand, it would mean that the vamp would be ineligible for
Master: skill cards, unless it somehow lost the equipment...

Not messy. If card text indicates that use is optional (normally
with the "may do this" phrasing), then its use is optional.
This rule simply says that card text is to be followed (instead of
errata'ing the word "optional" onto each equipment that lacks the
optional phrasing).

You always have the ability to burn the card (card text). Having
the ability is not optional. *Using* the ability (i.e., burning
the card) is optional (card text).
