[LSJ] Mirror Image

Is mirror image at superior considered to be an action modifier similarly to form of mist? That is, can it be played multiple times over the course of resolving the action (minion A blocks, minion B plays mirror image, minion B is blocked and plays mirror image again, and again, and again, etc).
