Suppose I use one of these cards. Is it possible for the victim vampire
to use maneuvers? All the card says is that the vampire can't use any
strikes.
If it can use maneuvers, can it use the one attached to weapons, eg
44 magnum? This would be somewhat odd because if you use the maneuver
attached to the gun then you must use the gun for your strike.

Yes, the "surprised" minion can Maneuver.

No, the "surprised" minion cannot use a Maneuver from a weapon (or
strike card, FTM), since that would involve a strike which he cannot
make.
