[LSJ] Only usable versus useable

Is there a distinction? For example, Echo of Harmonies reads "Only useable during a referendum" and then the inferior reads "Useable by a ready vampire other than the acting minion. This vampire gains two votes." Now I understand that its ONLY useable during a referendum (and not during a blood hunt, for example). I understand that its useable by a ready vampire other than the acting minion. But is it ONLY useable by a ready vampire other than the acting minion? It is also usable (as all action modifiers are by default) by the acting minion. The most common reason for wanting to use a minion other than the acing minion is that the acting minion doesn't have the requisite discipline(s) though you might also be worried about people cancelling your votes. It would not be easy to make the card any clearer. Incidentally the time when you cast votes to determine whther a vampire will be bloood-hunted after diablerie is a referendum. However there is no action to call it and hence no action modifiers or reactions can be played. Effects that can only be used in a referendum can still be used: eg burn the edge to gain a vote.
