NRA is definately an after-thought rule. It doesn't "feel"
particularly clean and it causes a few complications of its
own (i.e. can a Possessed vampire repeat an action it took
in its previous life? (Yes). or can a minion whose action was
Masked attempt the same type of action? (Yes). and so on.)
Which is why it was left as a DCI rule and not incorporated
into the rulebook proper.
