I had asked before, if Action Mods and Reactions could be played during a Blood Hunt action, and LSJ said "No", and even pointed out the rules. But, can they be used during other cardless votes (i.e. burning the Elysium)? If not, why does Telepathic Vote counting say, "If you played a political card to call this vote..", if that's the only way to play the card anyway?

Calling a Blood Hunt in response to a diablerie is NOT an action - a Methuselah is calling that vote, not one of her minions. That is the reason action modifiers and reaction cards cannot be used during the referendum, nor other cards that say "during a political action". The vote to burn the Elysium (and similar effects from a lot of other cards) are political actions by card text, so yes, you can use action modifiers or reaction cards. -- Hardy Range hardy...@gmx.de

Yes. The difference is that the vote to burn the Elysium is a political action taken by a vampire.
