i want to build a deck centered about Laszlo Mirac, but i have some
doubts about xis ability.
"When lazslo calls a referendum, xe may choose a younger vampire".
Do i have to announce announce a methuselah that xis/xer vampire
cannot vote the moment i play, say, a Banishment, or when the blocks
are declined by my fellow methuselah can i say "ok the terms of the
referendums are this and that, and oh by the way i choose a younger
vampire and xe cannot vote during this referendum".

The latter. When he calls a referendum, not when he attempts a
political action.
