Note: the "burn X additional blood for each action he performs" requires
him to burn blood when he first attempts the action (i.e., when the
action is announced). [LSJ 13-OCT-1997]
So, your example only works if the vampire in question is not a Follower
of Set and Seeds of Corruption was put into play at inferior.
So he burns one blood when he attempts the action. Then he gets blocked
and pays one blood to play Shadow Body.
