Hey. I need clarification on something (although in my mind it's pretty
clear, by what the card says). We had a situation where someone got the
Powerbase D.C. up and put 3 blood on it and the bank matched it for
3. So when my turn came around, good ol Aggripinna used Lost in Crowds,
and stole the blood. The card says another Methuselah can steal all the
blood, the other player said I could only steal one, because that is
all he can get from it at a time. What does anyone else think? Can I
take all the Blood or not?

Depends on if you take the card text as fact (which it is):
Any Minion controlled by another Methuselah may steal **ALL** of the blood
on Powerbase Washington, D.C. for it's Methuselah's Blood Pool.
If you have a problem with card text, take it up with the design team, not
the newsgroup lackeys (like me) who aren't authorized to change it.
I believe it says, "Any minion of any Methuselah may steal ALL of the
blood... (etc. etc.)". Yep, the group I play with are extremely
thorough, unbiased and logical about the rules in Jyhad and deemed this
interpretation (it is right on the card) as the correct one.
Consequentally... POWERBASES SUCK! Well the D.C. one at least, the
Chicago one isn't so risky as you don't spend too much blood on it and it
isn't so tempting to steal from if there's only 1 or 2 blood on it.

Well, with DC you could just put 1 from your blood bank and have that
matched by the blood bank, therefore there's only 2 blood on it, which,
according to your argument, "isn't so tempting to steal from." DC says
you can put _up_to_ 3 blood on, I believe, not that you must end up with 6
blood as a huge target on there. :)
