I searched through Deja-News and couldn't find this answer.
If my minion has zero blood, and reacts with Forced Awakening, is the
one blood payment a cost, which would prohibit the cards use, or a card
effect to be ignored because all attempts to extract more blood than a
vamp has are ignored except damage?

It is not a cost, it is a burn blood effect. Card text:
"Only usable by a tapped vampire. This reacting vampire can attempt to
block the acting minion and play reaction cards as though untapped. If
he or she fails to block the acting minion, he or she burns an
additional blood."
So you can forced awakening with a vampire with zero blood, and if you
fail to block, you burn a blood, no blood to burn, no problem.

Burn a blood AFTER the block is unsuccessful. A vampire with 0 blood
could use this card. AFTER the block is successful, burn a blood. Thus
the vampire with 0 blood will be unaffected.
