Gualtiero Ghiberti question

Just to be sure... as it was stated with Maris Streck, Gualtiero may burn blood multiple times each action/combat to increase stealth/damage/blood burning. Is this correct? Using this ability with Dead Hand or Breath of Thanatos can make any low capacity Giovanni the worst of your nightmares... Gualtiero Ghiberti 7-cap Giovanni, group 4 cel pot tha DOM NEC Independent: Once each turn when another Giovanni announces an action or strike that requires Necromancy, Gualtiero may burn a blood to increase the stealth of that action or the damage done or blood burned by that action or strike by 1 (even if stealth is not yet needed).

The other part, of how many times during that action, seems to have the Maris timing issue. if the "burn 'a' blood" had been "burn one blood" or if a "during" had been included in there, there would be no doubt. Because it's kinda like "Once each turn, during [action/strike] announcement, Gualtiero does Y". But that's only a guess. I presume that increasing the damage done or blood burned by an action will only help on actions that already do damage or burn blood?
