Any time he loses the location, his hand size immediately decreases by
one. This includes contesting the location.

All cards with the gun symbol on them are equipment - and therefore
targettable by these things. Note that the Zip Gun states that
it is kept "as equipment" and therefore a legal target as well.

Sure. You make the choise as to what you are stealing when the
strike is announced - and you may steal any one peice of equipment
that you fancy.

not restricted to "on your turn".

I'm sure IC members will be able to use P/J cards, but have not heard the
official ruling stating so yet.

As soon as the Elder Library becomes contested, he may no longer
keep the 8 cards in his hand. After one of you yields, during
the appropriate players untap, the Elder Library will come back
and you will draw to * (hand size)

All Equipment has the equipment symbol in the upper left corner.
Looks like a gun in a circle I believe.
That is equipment.

Steal Equipment means steal equipment, no restrictions. However,
to not steal the flamethrower would be kinda STUPID.

ANYTIME. especially included in this time isthe oppourtunity
to block part of an action trying to steal the Frag.Book.Nod.
My personal favourite time to tap it to make sure it goes across tapped.

Yep. not vvery wise, but perfoectly legal.

A V:TES rule (from Tom I believe) states that only ranged damge
done at range may be applied to retainers.
Jyhad rules used to allow close range ranged-dameage to be
dealt to retainers. That is no longer the case unless you
want to house rule it.

Technically, yes, a Fifth Tradition may be used on itself.
HOWEVER, almost every house rule set I know of makes this
impossible for the simple reason that 5Th minion tap is a really
hard deck to kill.

Right now, they are not allowed to take that action as the cards
specifically require a Prince/Justicar. However, this will
probably change soon.

Hmmm, I vaguely recall Tom Wylie saying that no discard was forced;
the player just didn't replace the next card he/she played or discarded.
Is your answer to Eric's question from some official source (i.e. am I
spacing on this one)?

then the answer is a mungo huge No. Equipment cards are cards with the
equipment symbol on them (those with the Gun symbol), and cards that say that
they are equipment, a la Zip Gun.

Sport Bikes are equipment, so any steal or destroy equipment will work
fine on them.

If it just says `tap' and has no qualifiers, it can be used at any
time.

and the victory point.

Nope. as long as the damage has the qualifier `ranged' or `R', it can
be used to smack retainers.

If it doesn't say that it can't be used on yourself, then it can. The
fifth traditiion can be used to fill up the acting prince.

This makes no sense what so ever. Either 1) IC members should be able to
cast all prince or justicar votes 2)no prince or justicar votes, or 3)only
prince or justicar votes from Jyhad and V:TES and not from DS. Having
them not able to cast P/J (thats prince/justicar not peanut butter/jelly,
though that combo is good as well :-) votes from Jyhad/V:TES before the IC
was released and able to cast P/J votes in the set they were released in
seems silly (if the P/J votes in DS were supposed to include the IC then
all the votes should have said so!)

There's a certain logic to this, though, based upon the RPG
Vampire: The Masquerade. From the main rulesbook section
dealing with the organization of the Camarilla:
"The primary function of the Inner Circle is to appoint
the Justicars, the judges of the sect. One Justicar
is chosen from each of the seven clans. They act of their
own accord, but are required to take the decisions of the
Inner Circle under consideration. By decree of the Inner
Circle, Justicars hold the power to deal with members
of the Camarilla who transgress the Traditions. The seven
Justicars hold the true power in the Camarilla."
--VtM 2nd Ed., pg. 43.
As for Princes, "...the prince is the final arbiter of disputes
between the Kindred in her city and his responsible for ensuring
that the Masquerade is preserved..." (ibid, pg. 33) They
are the representatives of the Camarilla in their city, and
have many privileges (including control over the enforcement
of the Traditions). The Inner Circle, powerful though they
be in sheer might (they are the eldest of their clan in the
Camarilla--note that Methuselahs, Inconnu, etc do not tend
to be Camarilla so much as independent, so they don't count)
and as a unit, they do not have the political clout in terms
of direct action that the Princes and the Justicars do.
They appoint the Justicars to be the enforcers so they don't
have to.
