-May I use a card like Pulling strings (or similar) to prevent a Priscus from voting in the sub-referendum? -Propaganda at superior: when is the minion tapped? As the action is announced or after it resolves? Who chooses which minion is to be tapped? Thank you.

You could use it to alter the votes of a Priscus, which would include all "normal" votes (e.g. Surprise Influence) as well as sub-referendum votes. If a Priscus is forced to abstain or to change his votes, then this includes his votes in the Prisci sub-referendum as well as his votes (if any) in the main referendum.
