Only when he inflicts damage with a "strike card that requires Thaumaturgy."

Theft of Vitae: no, since it isn't inflicting damage (there's a ruling
that adding damage to a non-damage-dealing strike has no effect).
Dodge: no, since it doesn't require thaumaturgy (as required by Reverend's
card text) and because it doesn't deal damage, as above.

Strikes resolve simultaneously (except First Strike, Dodge, and S:CE).
Damage is applied (but no blood spent to heal just yet) simultaneously
with other strike effects. After that, excess blood (if any) drains
off immediately, as normal. Then any damage applied is handled (healed
in the case of normal damage, etc.)
