"Tower of London : Master: unique location. When an action requiring Necromancy is successful, tap this location to gain 1 pool." It works when recruiting Shambling Hordes, although the card isn't an action card, because to recruit then you need Necromancy, right ? "Sanguine Instruction : Requires a ready vampire. +1 stealth action. Choose a discipline this vampire has at superior. Put this card on a ready vampire of the same clan as this acting vampire. The vampire with this card has the normal level of the chosen discipline. If the vampire already had the discipline, he or she now has the superior level of that discipline. The vampire's capacity increases by 1; the vampire is one generation older. Cannot be played on a vampire with the superior version of the discipline." You can use the Tower when recruiting Shambling Hordes. Shambling Hordes is an action (recruit ally) that requires Necromancy. I would say no, you cannot use the Tower of London. You do not need Necromancy to play the card. There is one particular effect that you can invoke if you have NEC, but the card does not require you to have NEC (you could very well teach DOM or OBT instead). Halcyan 2

(I wish I could teach Obt to Giovanni... ;-) But as you pointed out, it says "an action requiring", and not "a card requiring", so there is the ambiguity. We would need an LSJ here I'd say...
