I have two questions
1) How does combate work, and
2) I had a friend tell me that the "Prince of Boston" is a rare card,
is this true? if so how much is it worth?

Well, Praxis Seizure: Boston is a rare card, but so are all the other
Praxis Seizure cards, not counting the expansions. Praxis Seizure:
Boston is a vote that gives the acting vampire the title of Prince of
Boston.
Cardano, the Prince of Boston, is of Vampire rarity, just like all other
vampires.
"Worth" is a very relative thing. Don't expect a really standard price.

"Praxis Seizure: Boston" is a rare card. You can get one for anywhere
from .50 to 5.00.
However, the vampire who is prince of Boston (Cardano, I think) is just
as common as any other vampire. All the vampires have equal rarity.

The answer to 1/ would be rather involved. I would reccomend
reading the rules for starters and then watching a few games to see how
it works. If you still have questions then I would suggest a quick visit
to Rulemongers Webpage. Inside there is a comprehensive step by step
combat turn sequence.
In regards to the 2nd question you should be aware that vampires
have their own rarity designated as V (not R as your friend would have
you believe.) Some vampires are in demand due to their usefulness but
they are not rare by any stretch of the word. WOTC has a complete
listing of rarities if you need to have a look.

combat out, but do have on last question, If no combate cards are
played do both vampires take one point of damage and combate end?

Pretty much goes like this:
1) Determine if combat happens (I intercepted your action, Bums Rush,
etc..)
2) Note: The agressor plays his cards first (allowing the other player
to react)
3) Pre-Range cards are played (example: Trap)
4) Maneuvers are played to determine the range of combat (short or long)
5) Strikes are then announced (agressor first), if range is long and
nobody has ranged strikes - They "wave" at each other (no damage dealt).
6) Damage Resolution (in order: Srike:Combat Ends, Dodge, First Strike,
Other Strikes). One would think that First Strike would take precedence
over a dodge, but I believe that's the way it goes.
7) If additional Strike was used, resolve additional damage
8) Check to see if anyone presses to continue / end combat
9) If a new round start at #1. Note that some combat cards may still be
in effect (lasts duration of combat), some weapons may only be used once
"each" combat and will be unusable in subsequent rounds.
That should be the jist of things, there is more but this should be
enough to get you rolling.

As far as I've played, yes, he can block. The only limitations on
a vampire with no blood are that he has to hunt as an action when
he gets the chance. Of course, if a vampire with no blood blocks,
he's likely to be headed to torpor or the ash heap unless you have
a trick up your sleeve...

Yes. An untapped minion with no blood _during_ your turn must hunt. On
someone elses turn you could use them to block. (A malkavian with the
madness network would hunt in between turns if he had no blood.)
