Q: Malkavian Rider Clause

I need some clarification on MRC: Card Text: Only usable during a referendum before voting occurs. If the referendum passes, then the next referendum you successfully call passes automatically. 1: Can I use Charming Lobby to call the next referendum and hence the next referendum will pass automatically too? 2: Can I modify an automatically passed referendum with Cryptic Ryder and (guess what) the next referendum will pass automatically too? 3: Can someone play Delaying Tactics on a referendum that would automatically pass?
