An acting vampire bleeds using Govern the Unaligned and wants to play Perfect Clarity. A reacting vampire wants to play Rewind Time in response. Perfect Clarity must be played "as the action is announced". Does the reacting vampire play Rewind Time before or after Perfect Clarity? Can the Temporis Version of the dual discipline card Rewind Time be used in this case? (I'm assuming that the Presence version can't.)

"as played" cards (DI, SR, RT at tem, etc.) are played when the card to be canceled is played (card text) - RT adds nothing new to the rulings set in this case. DI/RT would be played to cancel the GtU before the PC could be played.
