[Question] Rötschreck vs Fast hands

Here's my question... I take an action and blocked by a vampire with a improvised flame thrower... I know he plays with Rötschreck, so I declare my strikes as Fast hands, and steals his weapons at first strike... He says he strikes with the improvised flame thrower and Rötschreck me... I argued that he can't strike with it, since I stole it at first strike... If he was acting, and made a strike with it... The strike would fizzle, cause he had no strike at all... So no attempt can be made! The table argued that since strikes are resolved after he declares a strike, he can declare to strike with the Improvied flamethrower, and could still Rötschreck me... I yielded to the table, but still convinced I'm right... =) Who's right?

Another question I have is.. what if it's like a starshell grenade launcher whereas only useable in long range, but you move in close, does that mean the 'attempt' cannot apply, therefore rotschreck can't be used?
