Cardtype: Action
Requires a vampire with capacity above 5 who can commit diablerie.
(D) Diablerize a vampire in torpor, and this vampire may gain one
level of a Discipline the victim had. In the resulting blood hunt
referendum, this vampire gets an additional 2 votes.
Since it's a diablerie action, is ti aplied the 6.5.5 (from rulebook)
section?
i mean, the acting vampire gets every advantage from the card AND the
rule, or just the card effects??

All effects apply. Note the result of the action is:
"Diablerize a vampire in torpor"
"and do some other stuff."
The former part is pretty clearly defined by the rules; without using
the rulebook section you cite, 'diablerize' would be a meaningless
term.
So yes, you do all the stuff listed in the rulebook under diablerizing
a vampire, and you also get the rest of it (the cardless discipline
and the extra votes.)
