Sudden Reversal Question

When can sudden reversal be played? I was under the impression that it was intended to be a counterspell type card, but some people tend to think that it can be used at any time. Thanx IW

Sudden Reversal can only burn a master card just played, not one which has been sitting around in play for a while.
