According to the New V:tES rules: 6.3.2.1 Costs for action modifiers are not paid if the action is blocked. Even though I presented a compelling argument against this last year: Thomas R. Since nobody mentioned the change to me, I'm going to guess and say that the costs for action modifiers were supposed to be ignored in the basic game (if the action is blocked), but always paid in the advanced game, and the advanced rules forget to mention this. (There was at least one other case of this sort of thing happening.) I'll have to check on that next week, though.
