According to the New V:tES rules:
6.3.2.1
Costs for action modifiers are not paid if the action is blocked.
Even though I presented a compelling argument against this last year:

So: acting vampire does not pay one blood for Earth Control if he gets
blocked by a Vampire who had to pay one blood for intercept from
(inferior) Telepathic Misdirection?
That's fair. (hrmph)
Any rationale behind the change?
