"# Ammo (Dragon's Breath Rounds, Glaser Rounds, Manstopper Rounds) are
played "before resolution of a gun's strike", not "when damage from a
gun is being resolved". That is, it is played after the strike is
announced, but before the strike resolution phase. [RTR 19990105]"
They are habitually played at the same time as Wolf Claws et al would be
habitually played. That is, during "Strike Declaration" but after the
strikes themselves have been chosen. This is not during "Strike
Resolution".
You can, if you want, declare your strike and then, when your phase
comes around to play a card (immediately, if the acting Meth,
afterwards, if not), play it then.
This might be useful if the reacting Methuselah sees "Aha! I'll take 3
damage, not the 2 I was thinking." (e.g. .44 Magnum with a Manstopper
Rounds.) They might then decide "Oops, if I play Body Flare, I'll get
torporised from that extra point, so I'll play something less dangerous
instead." Waiting until afterwards - whilst possible - might not
necessarily be in your best interests, as the acting Methuselah. (The
reacting Methuselah would, of course, already be in the position of the
acting Methuselah having chosen their strike, so only verbal - rather
than physical card - discouragement could be used.)
Corner cases, yes, but useful for seeing the difference in application.
