Actually, it does: it's a combat card. So, no, you can't
use it outside of combat on something like Kiss of Ra.

Fame affects the controller of the vampire rather than the
prey of the vampire's controller (errata).
In any case, Fame would be triggered because you successfully
left torpor but then are sent to torpor because of Day Operation's
effect.

You don't pay action card costs unless the action is successful.
You pay action _modifier_ card costs immediately. If you no
longer have enough blood to pay for the action card after playing
action modifiers or other things, the action fizzles (has no effect).

You could play Earth Control, but because you can no longer pay
the cost to rescue, the vampire stays in torpor. So yes, you
are correct.
