Also, I can't find a message that talks about it in the group, so here
goes:
Can a Bewitching Oration be added during combat to give a Ventrue
+hand damage using the Island of Yiaros? While the combat occured
following the block of an attempt at calling a political action, I
don't think so since the BO is only usable during a "referendum" (the
voting part), and we are obviously not there. :-)
Seems like there should be a message in the newsgroup saying we could,
but I can't find it. :-(

There is no referendum. That it occurred from a blocked political
action is irrelevant.

Yiaros. Can I play Surprise Influence to take advantage of the Island,
because the combat takes place "during a political action, albeit a
blocked one"?
I don't think so but I am unclear on the timing of the action vs
block.

No. During a political action, from older sets, typically means during
a referendum.

Sorry, I meant the Ventrue Directorate Assembly.
In our game, a combat follows the block of a Political Action, so the
argument was made it takes place in the context of the PA. The Island
of Yiaros's power could take advantage of the situation if the VDA
vote increase still applies in combat.
What is the official ruling? I expect the vote increase to be effectve
only during a referendum.

I think by rights this should be limited to "a Camarilla vampire" you
control, if not
"a Ventrue you control". As it is, a Regent could use it...
I think that technically only the +2 from a BW may actually be aggravated,
if that weird ruling I read about Uncontrollable Rage holds true...
So many posts and nobody was anal enough to quote the card. I'm impressed!
Here goes (Master: Unique location, requires a Ventrue, and costs two pool)

This card may be burned by any vampire as a D action; Brujah get -1 stealth
when attempting that action.

I still think the fact that it's a location makes it vulnerable enough, and
having the "burn as a D action" as well makes it a bit too fragile.
