Two seperate minions can play superior Cloak the Gathering (IIRC) since that card may be played by a non-acting minion. Normally, only the acting minion can play action modifiers for stealth. So, no; Minion Zebulon cannot use two Lost in Crowds. But Zebulon could use inferior Cloak the Gathering and then Gilbert Dwane could use superior Cloak the Gathering for additional stealth. Finally, the same minion cannot use the same card at different levels; Gilbert cannot use Lost in crowds (inferior) and then Lost in Crowds (superior). The whole answer, which I stated in the original answer post, is still: A minion cannot use two identical action modifier cards to affect the same action. And the corresponding rule applies for reaction cards, as well. These rules only restrict the minions, not all of the player's minions as a group. If say, you attempt to block with Didi Meyers, and she uses Enhanced Senses for +1 intercept, and the acting minion gains additional stealth, you may then attempt to block with Gilbert Duane and play Enhanced Senses for +2 intercept.
