Can you play a Summoning and choose to "not find" an ally in your
library, perhaps even when there is one?

You sure can (fail to find). Precedent was set with a Magic of the Smith
ruling ages ago. Basically you're allowed to fail to find something on a
'search' whenever you want, even if there is something to find.
Note that this is slightly different to Vast Wealth, which isn't a
free-for-all search, but finds the first equipment. So it's not optional.

The only thing that you're explicitly barred from doing in tournament
play is searching for stuff you don't have with the intent of stalling
of time. If you wanted to play The Summoning or some other search
effect to cycle it, or to succeed in an action for some reason
(Sargon, Perfectionist, etc.), then it is perfectly legal.

also handy if, say, you're playing with Waste Management Operation and
want to shuffle your library to get that bottom card a bit higher up in
your deck (on average).
