Q: When to replace Action Mod's during vote? L. Scott?

Hi all, I have seen L. Scott Johnson's rules reference and in some related posts he states (if I'm not mistaken) that during a vote no cards are replaced. This seems to include cards such as bewitching oration. Is that correct??? The V:tes rulebook says explicitly that vote cards used for extra votes are not replaced but in context it is obviously talking only about Political Action cards. Can someone please clarify? Also, with the new DC rules, do you replace your initial Political Action card immediately like you used to or do you have to wait until the end of your turn on that too? What about cards like Bewitching Oration? Do you replace those at the end of your turn also? Hmmm??? And only PAs burned for votes are governed by the new DCI rule. Other vote-modifying cards (ActMods and Reactions) are replaced at the end of the action, as normal. -- L.
