Rules Question - Monomancy and the Prisci title?

A question regarding monomancy or that card that allows you to rush vampires and if you burn them you get that vampires "uncontested votes". A vampire with the Prisci title and Legendary vampire on the table gets burned in combat with Monomancy. No votes were contested at that point. Does this mean the vampire who pulls the Monomancy off get 5 votes? Is the Prisci title stealable via Monomancy?

No title is stolen with Political Struggle. PS steals votes. And, since it doesn't refer to Prisci sub-referendum votes explicitly, it doesn't count them. It only counts main-referendum votes.
