A Rather Important Golconda Question!

The text of Golconda is "Playable on a vampire of capacity of 8 or more" However it doesn't say anything about whether or not the vampire has to be ready. I'm wondering if I can play it on a vampire in my uncontrolled region that I haven't brought out yet?? There's nothing on the text or the errata that says I can't. Anyone? Tom? The key is that there's nothing on the card text or errata that says you can. And, with the global ruling that nothing affects uncontrolled cards, you can't do it without overriding card text.

I could drop a Galconda on Regina while uncontrollled, she would go to my Ash heap, and then I could Possession her back. Actually, according to the card, you could do it but, since the controller gets the blood, no one would get it. Related question: Can Discipline Master cards be played on uncontrolled vampires? Their capacity increases obviously and so it will cost that much more to bring them out but our group finds many a situation where it is worth it. If it IS legal, I can start working on my Legendary Vampire Duck deck idea....

This one is further restricted by the rules, which say that skill cards can only be placed on vampires you control. Jyhad: Skills: Skill cards are played on /your/ vampires. VtES: Discipline cards remain on /your/ vampire until the vampire is burned. (Emphasis mine in both cases). -- L. The discipline cards just say to "put this card on a vampire", so can be placed on any vampire in play, including a vampire in torpor, or even someone else's vampire. [ quoted text not captured ]
