I believe they can. They can also use cards that don't require Disciplines
(e.g. Dodge, Boxed In, Open Grate, Lucky Blow, etc.). They just can't heal
normally(i.e. hunting), are burnt instead of going into torpor,
can never diabelrize or get skill cards or anything else that requires
generation. I wouldn't let them call votes, either, because they aren't part
of vampire society.
But this is just the way I play. It's a good question. But, it would make me
sad if Tom Wylie rules that my Muddled Vampire Hunter can't grab the Senguir
Dagger and do 4 agg.s First Strike to anything it wants to. :-)

I'm not sure if rising fury is a strike card or not, but keep in mind you can
only use 1 strike card/strike. Also I have no idea what 10k faces is...is it
like mask of 1k faces?

The MVH does 1 strike at first strike, so if the senguir dagger normally does
1 aggravated damage, then MVH w/ dagger would do 1 aggravated damage first
strike, not 4. If dagger says strike:normal hand damage is now aggravated,
then ignore this part (I don't think it does though...)

Yeah, all of his ONE strikes are at first strike. I don't know of any way a
non-vampire can have more than one strike. Furthermore, I don't think the
minion card counds as a card giving more damage which is aggravated which is
the text on the dagger so it would be ONE ag. dam. with FIRST STRIKE.

Mask of 1,000 Faces is the card I think you're talking about, right?
That card is an action modifier, which can't be used when you're in
combat. The action is over and done by the time you get into combat
(see the discussion about Cat's Guidance for more), and action
mofidiers can only be used to modify an action in progress. Once
you're in combat the only cards you can use are the combat cards with
the little arrows on them. So your vampire in combat has to stay
with it once combat starts. It's possible to use Mask right before
combat, but not once you've actually started a round.

Any minion can equip, and allies are minions, so any ally can get a
given piece of equipment and then use it, unless its use is restricted
to vampires (such as Aaron's Feeding Razor).

Muddled Vampire Hunter always strikes with first strike, but doesn't
otherwise "promote" the weapon he's using, if any. A Sengir Dagger would
be used with first strike, but would only deal 1 aggravated damage.

Should work fine. Now, if that first vampire plays "Hidden Lurker" as
well, you're really starting to piss the other vampire off... :-)

It's an action modifier played by another vampire than the acting minion.
The rulebook doesn't say you cannot use action modifiers anytime during an
action, so you probably can.

Yup, as long as you have equipped them with the equipment. This is a
minion action, and allies are minions.

the idea of muddles doing 4 aggravated damage with the dagger, something

What about a vampire? Does Zack North with a Sengir Dagger do 2 aggravated
or just 1? I would assume 2, because Zack North (unlike Muddles) says that
he has 2 *hand* damage, and it says in the rulebook that hand damage mod-
ifiers can be used with melee weapons... makes sense too, because 2 hand
damage should IMHO be just as if you played a card to increase hand damage
every turn.

Hand damage modifiers such as "+1 hand damage" can boost either hand
strikes or melee weapons. However, Zack North doesn't say "+1 hand damage",
but says "2 hand damage", so just resets his basic hand damage, and only does
1 damage with the Sengir Dagger (for example).
