Sargon political action question

I couldn't find the awnser to this question on google, so Ill ask it now. Lest say Sargon is taking an action called Kine resources contested. And all methuselahs decline to block. Now the action is succesfull and as a resolution of the action you have to call a referendum. Do I get the edge from Sargons ability before or after the refurendum?
