I apologize for this post but I can already hear the arguments from the group I play with. If MethuselahA calls a vote w/ a card, MethuselahA cannot add any further votes by using a card. All other Methuselahs may play only one political action card, if they have it, for the current vote.

If I call a vote with, say, the referendum clause on Elysium (which isn't a political action card), I can play one from my hand, as can everyone else. Essentially, at any point, work out how many votes you are getting from political action cards. If it's zero, you can play one (as in the Elysium version). You can still use Bewitching Oration, Awe, Business Pressure, etc. You may not replace any of those cards as they are played until the end of the referendum, though. Reacting vampires can use Dread Gaze, Suprise Influence, etc and they also may not replace any of those until the end of the referendum.
