war ghoul q (LSJ)

hello all the burning an ally or retainer is a cost? can one player put in play one war ghoul burning no minion if he didn't have any? Geb "the only thing i knows to do is asking"

No, since he'll always have at least one once he puts the War Ghoul into play - the War Ghoul herself.
