so seeing the ruling that you cannot play Power of All during combat
because of the basic rules prohibiting it, are there any other phases/
library cards it cannot cancel?
We had a discussion if it can cancel master cards. I couldn't find a
paragraph like in the combat section for the other phases, so my
understanding would be that it can cancel everything except combat
cards. Correct?

Requires: anarch
Cost: 2 blood
Requires a ready anarch.
Tap this anarch and one other untapped ready anarch you control to
cancel a library card as it is played. Usable even if there is no
action. Not usable during your own turn.
Almost. Since you can only play reactions in someone else his turn you
can't cancel a reaction card played by someone else.
But you can cancel action and action modifiers as long as you have a
minion that is able to play the reaction card.
And I think that you cannot cancel master cards as well as those are
not minion cards. Same goes for events.

It cannot cancel cards played on your own turn.

You can only play reaction cards when another methusaleh is acting,
which isn't exactly the same.
And you can cancel reaction cards, just as long as they're not played
during your turn (or when you're acting).

Power of All cancels library cards though, which includes master and
event cards as well.
