May a minion may use a Kevlar Vest to prevent gun damage from separate
strikes? For example, if an opposing minion uses an additional strike
and strikes twice with a Saturday Night Special, can Vest prevent the
two separate "packets" of damage?

Well, to be fair, I believe this is the only form of damage prevention
with a natural number (i.e. less than "all") which deals with multiple
strikes so it's worth a clarification. :P

Uh? Does it mean that if instead of a Saturday Night Special, it was
a .44 Magnum (2R damage each strike), the Kevlar would prevent 2
damage from *each* strike?

No.
After the first .44 strike, the Kevlar vest has hit its limit of "2
damage from gun strikes each combat", and can't prevent any more.
(Just as cards like Apparition prevent 2 damage each combat, not '2
damage from each strike' each combat.)
The key is that the 2 damage a Kevlar Vest prevents does not have to
come from a single strike (but it cannot prevent more than 2 points
total over the course of a combat.)
