[LSJ] Master card questions

Two questions regarding master cards: 1) When does the card Leadership Vacuum burn, aside from the conditions listed in the card text? If it's put into play against your prey, and your prey is ousted, does it burn, or does it just kind of hang out in play for the rest of the game? 2) Concerning OOT Master Cards that are playable on your turn. Let's say Leadership Vacuum is in my ash heap, and I use a master phase action to cycle it back into my hand using Anthelios. Can I then play it during my turn, or has my Master Phase action not yet "refreshed?"
