That's Eagle's Sight, not Eagles Eyes.
And no, she cannot attempt to block again.
Eagle's Sight only allows a minion to circumvent the regular rules of
"who may block" - minions controlled by the target in the case of directed
actions and minions controlled by the prey and predator of the acting
minion in the case of a undirected action. [RTR 13-APR-1995]

Yes, by card text.
A torpored vampire cannot gain blood by H.Ground (card text).
And uncontrolled vampires cannot gain blood by either effect.
