Did not find a solid answer to this with a search...
Does a Master discipline skill card affect a vampire in the
uncontrolled region? For example, if a vamp with a skill card gets
Banished, does it cost one extra pool to influence the vamp out again?
(My guess is no, as I have read rumors that all cards on somebody
Banished is considered out of play unless otherwise noted on the
card.)
