sup SM

All this talk about play as action is announced got me thinking. On sup SM it reads that minions cant untap during this action. My question is this: neither forced or Wwef makes a minion(vampire) untap -so are u allow to play those and block?? i know this is kinda a stupid q but i'm kinda new to the game and it just made me think well thanks for the help :D
